The Ivorian has declined a new deal with the Rossoneri, and he could leave on a free transfer when his deal expires in June 2022.
He can negotiate a pre-contract with an overseas club from January, and reports claim that it could be a three-way tussle for his services.
Spurs and Liverpool are keen on luring him to the Premier League, but PSG are hopeful that he will be tempted by their project.
Kessie was on the radar of Spurs during the recent transfer window, but Milan rejected the proposal to sell him at any price.
They have since been unsuccessful in renewing his contract. He recently rejected an annual wage package of €6.5 million.
Kessie could receive a significantly higher fee elsewhere. He has previously said that he has the dream of playing in the Premier League.
The 24-year-old had an impressive 2020/21 campaign for the Rossoneri, bagging 14 goals and six assists from 50 appearances.
