The Karmayogi Prarambh module is an initiative under the Mission Karmayogi, a National Programme for Civil Services Capacity Building (NPCSCB). The Mission Karmayogi scheme encourages the civil servant to maintain a very high standard of conduct and behaviour so that he/she gets the trust of the people and encourage their peers and subordinates.
The main objective of the program is to keep the spirit of civil service within the people of the country, which is centre to all the changes.
A Module to Connect the Government with Citizens Through Its Departments
The Union Cabinet headed by Prime Minister Narendra Modi approved the launch of Mission Karmayogi on September 2, 2020, under the Ministry of Personnel, Public Grievances and Pensions. Prime Minister Narendra Modi launched the Karmayogi Prarambh module on November 22, 2022.
Code of Conduct, Ethics and Integrity for Government Servants
This module is an online orientation course for all new appointees working in various government departments, helping them to understand the code of conduct that is required to adapt to the new role the job requires. The module provides a code of conduct for government servants, ethics in the workplace, integrity and human resource policies, and many more benefits and allowances. Also, the module gives an opportunity to government employees to take advantage of other courses to develop their knowledge and skills base that will help them to get accustomed to the policies and transition easily into the new roles.

Help Employees to Explore and Gain Skill
The Karmayogi Prarambh module is applicable to all employees who are appointed under the Rojgar Mela. The Indian Government organizes the Rozgar Melas to recruit one million people within a year at various levels of government jobs across departments and ministries. Also, the employees will get a chance to explore other courses on “igotkarmayogi.gov.in” platform to improve their knowledge, skills and competencies.

The Mission Karmayogi enables employees to pursue anytime and anywhere learning at their own ease, allowing continuous learning for all. It provides access to instant guidance at the point of need through collaboration and job-related learning resources and provides an employee with tools to ride their own professional journey, making them responsible for their own career trajectory.
Mission Karmayogi: Six Pillars
There are six pillars or framework of Mission Karmayogi: policy framework – new training policies with focus on continuous learning, competency framework – a shift from rule to role with the indigenous competency framework, institutional framework – oversight by Prime Minister’s Human Resources Council (PMHRC), iGOT Karmyogi – large-scale comprehensive learning platform, E-HRMS – strategic HR management and monitoring and evaluation framework – continuous performance analysis, data-driven goal setting and real-time monitoring.
Framework of Roles, Activities and Competencies Approach
It aligns work allocation of civil servants by matching their competencies with the requirements of the posts. It stresses on learning on-site to complement the learning done off-site. An ecosystem of shared training infrastructure is created including that of learning materials, institutions and personnel. It standardizes all positions of civil servants to a Framework of Roles, Activities and Competencies (FRAC) approach that creates and delivers content relevant to the identified FRAC in every government unit.
It provides an opportunity for all civil servants to continue to build and strengthen their behavioural, functional and domain competencies in their career learning paths. The employees under various departments are provided with resources for co-creation and to share the common ecosystem of learning. It encourages employees to partner with creators of the world-class learning content namely public training institutions, universities and start-ups.
Mission Karmayogi: An Institutional Framework
Prime Minister’s Human Resources Council will provide strategic direction to capacity-building reforms. The Cabinet Secretariat Coordination Unit will see the progress and execution and will oversee plans. Capacity Building Commission will harmonize training standards, create shared faculty and resources and will supervise Central Training Institutions. Karmayogi Bharat Special Purpose Vehicle will operate the online platform (iGOTKarmayogi) that will facilitate world-class learning.
Impact of the Programme on Government Officials and Citizens
This programme is the largest capacity-building programme in the world, covering 46 lakh employees at the centre and it will be rolled out to 1.50 crore government officials across centre, states and local bodies. Officials are trained and highly skilled, assuring citizens that their grievances will be fully resolved, which will increase public satisfaction.
The programme will help civil servants in improving their behavioural competencies with respect to citizen interaction. The capacity-building efforts will be accountable through comprehensive annual reports.
